It is made by chlorinating either sucrose or raffinose. This means that certain bonds are broken and the atoms replaced with Chlorine. It is not the same as mixing sugar and chlorine and the chlorine within the molecules is completely safe.

Splenda is made up of maltodextrin, dextrose, and sucralose. Sucralose is actually another name for splenda. however, since sucralose by itself is about 600 times sweeter than sugar, they have to mix sucralose with maltodextrin and dextrose in order for it to have the right taste and texture. Sucralose is derived from sugar (it's a chlorinated form of sugar). Maltodestrin and dextrose are derived from corn.

hope this makes sense :-)
