Yes it can; hypoglycemia is a dangerous state, and just like in any other dangerous situation, the initial response by the body is the same – it releases stress hormones and cranks up the activity of the sympathetic nervous system (i.e. the "fight or flight" response). Sympathetic stimulation can cause irritability and jitteriness, and create many baseline physiological changes such as increased heart rate, breathing rate, sweating, and increased blood pressure. Of course, if the blood sugar drops too low, the body can’t sustain any of this, and the person will become lethargic and eventually comatose.
